Mian Muhammad Afzal Hayat (1941-2020) of Kolian Shah Hussain, Gujrat District was an Ex-MPA, Minister of local government Punjab, Minister of Educational Punjab, Leader of opposition Punjab, Chairman Public Account Committee Punjab, Minister of Law Punjab, Ambassador of Qatar and was Ex Chief Minister of Punjab from 1996 to 1997. He was also the president of Acoba in Aitchison College.
 
He received his early education from Aitchison College and graduated from FC College Lahore. Subsequently he earned his graduation in law from University law college Lahore.
 
Mian Afzal Hayat started his political career in 1970 when he was elected as Member of Punjab Assembly (MPA). In 1977, he was again elected as MPA and became Provincial Minister for Local Bodies and Education Department.
 
During Zia ul Haq’s Martial Law regime, Mian Afzal Hayat joined the resistance movement which continued till 1985. He was elected as Member of Provincial Assembly in 1985 and became leader of the opposition in Punjab Assembly.
 
He contested the elections of 1993 and again became member of Provincial Assembly and became Minister of Law and Parliamentary Affairs of Punjab. When President Farooq Leghari dissolved the Peoples Party Government in 1997, he was nominated as Caretaker Chief Minister of Punjab. Later he was appointed as Ambassador of Pakistan to Qatar from 1997-1999.
 
Prior to his death, he was an active member of Pakistan Tehreek-e-Insaf and was striving for the welfare of the country and people of his constituency. He died on 3rd December 2020.
